Rules for the 2012 Dynamo Round Robin

LAWS OF THE GAME

All games will be played under the international laws of FIFA as amended by US Youth Soccer for youth play unless otherwise specified below. Entry fee provides three licensed referees per game for U11 and up. Modified round-robin format will be observed.


TEAM ELIGIBILITY

All teams must have official state rosters, release forms, player’s passes, and travel permits for out-of-region teams approved at registration. No player shall be allowed to register with more than one team. Team rosters shall be limited to 18 players for ages U-13 and older, 14 players for U-11/U-12 and 12 players for U-9/U-10. A maximum of four guest players may be added to a team roster. Guest players must present an official player pass from their state sanctioning association.


UNIFORMS AND EQUIPMENT

Each player must wear shin guards and an official uniform with a number (different from the remainder of the team) on the back. Jewelry of any kind is not allowed.

In the interest of safety, any player sustaining an open wound must be removed from the field of play immediately. The player may be substituted for at this time. Such players are not allowed to return to the field until any wounds are treated, bandaged, and all blood is removed from their uniforms. In the event that the referee determines that the uniforms of both teams are to similar in color, the team listed first on the schedule will be required to change.


AGE DIVISIONS - GAMES

All games that are tied at the end of full time will end as such. No overtime periods will be played.
There are no championship games or finals.


FORFEIT

A team that cannot field seven (7) players within ten (10) minutes of a scheduled match shall forfeit the match. The winning team of a forfeited match will be awarded three goals. The center referee has the only authority to declare a forfeit.


SUBSTITUTION

• After a goal for either team
• Before a goal kick for either team
• Before a throw-in in your favor
• At the beginning of any period of play
• In case of injury or any stoppage of play with referee’s permission


RED AND YELLOW CARDS

Any player or coach ejected from a game will be ineligible to participate at a minimum in that team’s next game. No substitution will be permitted for an ejected player. Anyone fighting can be subject to ejection from further participation. Red and yellow cards will be recorded and reported to Indiana Soccer and the home State Association of the team involved. The Home State Association or member thereof and the home club or league shall, except in the case of referee assault or abuse, have the responsibility for imposing, should circumstances warrant, additional penalties within their respective jurisdictions with regard to any matters arising from the tournament or games.


STANDINGS and SCORING

Because the purpose of this event is pre-season competition, no final game is played; rather a round robin format is used. Therefore, a winner is declared based on the point system as follows:

• 6 pts for a win
• 1 pt for each goal scored up to 3
• 1 pt for no goals allowed.
• Maximum 10 pts can be awarded per game.
• If a team forfeits, their opponent will receive a score of 3–0 which equates to 10 pts in the scoring system.
In the event we have more than 1 team with the same amount of points after the completion of the games there will be a
tiebreaker put into effect. The tiebreaker will be as follows:
• Goal Differential – Goals For, Minus Goals Against.
• Most goals scored up to a maximum of 4 per game.
• Team with fewest yellow or red cards.
• Head to Head.
• In the event of a three way tie the tiebreaker will be in effect once 1 team has been eliminated, the tiebreaker will begin again
for the remaining two teams.


FIELD RESTRICTIONS

Teams and coaches will be located on the side of the field opposite spectators with a two-(2) coach/manager maximum. Coaches will be restricted to an area along the touchline within 20 yards of the midfield. No coaching will be allowed from the sidelines. No spectators or coaches will be allowed behind the goals.


PROTESTS

No protests or appeals will be entertained. The decision of the referee is final.


WEATHER

In the event of inclement weather, the Tournament Committee will have the authority to relocate, reschedule, cancel or change the duration of any game. If lightning is sighted or thunder is heard, the referee will immediately suspend play and clear the field. Play will resume after 30 consecutive minutes of no lightning. Time permitting, games will be played to (a) completion, or (b) completion of first half and score recorded.

IMPORTANT: The game clock will not be stopped because of injury to any player unless, at the discretion of the referee, the injured player must be removed from the field by medical personnel. The clock will run continuously.


TOURNAMENT CANCELLATION

If inclement weather cancels the tournament prior to the start of the 1st scheduled game a maximum of 50% of the entry fee will be retained by the tournament to cover start up cost of the tournament.


MODIFICATIONS for U9 through U12 DIVISIONS

Dynamo Round Robin will be following Indiana Soccer’s small-sided games travel rules. These may be found at www.soccerindiana.org

1. Fields - Small-Sided fields and goals will be used.
2. Players - Maximum number of players on the field is eight (U11 and U12), six (U9 and U10), one of whom shall be a goalkeeper.
Game will be forfeited if a team cannot field at least five players.
3. Offside – Offside will be called for U11 and U12.
